UPDATE (8/11/10): Florence Police arrested John Alan Carter this morning. He was taken into custody without incident. According to a Florence Police Department representative, the Confederate Tribes of Coos, Lower Umpqua and Siuslaw Indians police chief, Brad Kneaper, said that he recognized the suspect from a WANTED flier posted south of the Siuslaw River Bridge and then called Florence Police to assist in the arrest.
Eugene Police say a man suspected in the rape of a woman earlier this week in Washington state may be in Lane County.
After the assault in Washington state, the man forced the victim to drive to an ATM, where he withdrew money and then stole her car.
Detectives believe John Alan Carter, age 51, lured the woman he had known for several months to a house in the city of Covington. Once there, he sexually assaulted her at knifepoint over several hours.
Shortly before 3:00 AM Tuesday morning, July 27th, he then forced her to drive to a 7-11 in Renton and withdraw money from her bank account at an ATM. The woman refused to get back in the car with the suspect and he left in her vehicle.
The victim’s car was recovered in Medford. Carter has been seen recently in Redmond, Veneta and Florence.
Carter is a white male, about 6’0″ tall and 200 lbs. He has red/blond hair and brown eyes. He has a brown mustache, missing upper teeth, multiple tattoos on both arms and the tattoo “Robin” on one hand. He frequently wears glasses, and speaks with a slight lisp.
Carter is currently on Department of Corrections supervision from a 2007 arrest and subsequent conviction.
In that case he approached an unknown woman in a mall parking lot and held a knife to her throat. He told her not to scream or she would be “hurt”. The victim screamed anyway and she was cut by Carter before he fled.
The WA Department of Corrections has issued an Escape from Community Custody arrest warrant for Carter. Sheriff’s Office charges are pending. He has additional felony convictions for Forgery and Auto Theft.
If anyone sees Carter they should call 9-1-1 immediately.
