A few things you should know before starting summer home-improvement projects [City of Eugene rules and guidelines]

roofers Summer is a popular time of year for making improvements around the house. Many community members have questions about the City of Eugene’s rules regarding construction or improvement projects such as fences, decks, and swimming pools. Here are some of the most frequently asked questions from the city’s Planning and Development Department:

Do I need a building permit to put up a swimming pool in my backyard?
Shallow prefabricated and inflatable swimming pools do not usually need a permit but they should always be surrounded by fencing, or some other barrier, to prevent unattended children from harm. If the pool is more than 24 inches deep, a permit is necessary and a building inspector will verify that there is a surrounding fence or similar protection in place.

Pools should also be placed outside of the zoning set-backs which are usually about ten feet in the front yard and five feet in the side and back yards. If you have questions, call 541.682.5505. 

What are the rules for building a fence?
Fences under six feet do not usually need a permit if located in a proper area. However, there are some areas where fences are not allowed or may require a height limitation. For example, fences in the first ten feet of a residential front yard may only be 42-inches high. What about building a deck?
Permits are required for decks that are more than 30 inches above the ground or closer than three feet to a property line. The City of Eugene has developed information to make it easier for you to get a deck permit. You can also call 541.682.5505. 

Do I need a permit to re-roof my house?
In most cases no permit is required as long as the roofing material does not weigh more than about eight pounds per square foot (including the weight of previous layers of roofing that will remain in place). If you discover structural damage under the shingles that requires repairs you should contact the City of Eugene at 541.682.5505. If the structural repair work is substantial, an inspector may need to take a look at it before the shingle work begins.
